國際電信聯盟無線電通信部門（International Telecommunication Union Radiocommunication Section, ITU-R）根據2015年第68號決議「改善小型衛星（包括奈米衛星和微型衛星）監理程序的知識傳播（Improving the dissemination of knowledge concerning the applicable regulatory procedures for small satellites, including nanosatellites and picosatellites）」，編撰《小型衛星手冊（Handbook on Small Satellites）》，旨在有效促進小型衛星發展，以服務ITU會員和衛星產業需求。

歐盟內部市場委員（European Commissioner for Internal Market）和高階代表（High Representative）於2023年3月提出首個歐盟太空安全與防禦戰略（EU Space Strategy for Security and Defence），將建立歐盟太空資訊共享中心（EU Space Information Sharing Centre, ISAC）加強歐洲太空自主權。歐盟太空計畫執行署（EU Agency for the Space Programme, EUSPA）於2023年10月2日宣布將與歐盟執委會（European Commission, EC）合作建立ISAC，並發布「Cassini Challenges」計畫，提供免費豐富的數據和服務，根據不同用戶的需求量身訂制，促進太空產業發展。
