法國電信與郵政監理機關（Autorité de régulation des communications électroniques et des postes, ARCEP）於2022年5月25日發布第2022-1102號決定（décision n° 2022-1102），核發Starlink無線電頻率使用執照，使用10.95-12.70 GHz（空對地）及14-14.5GHz（地對空）頻段透過非地球同步軌道衛星（satellites non-géostationnaires, NGSO）系統的固定地球電臺（stations terriennes fixes）提供公眾衛星固定服務（public du service fixe par satellite）。但Starlink向ARCEP申請修改其授權頻段為10.7-12.75GHz（空對地）及14-14.5GHz（地對空）頻段，以及申請行動衛星地球電臺（Earth Station In-Motion, ESIM）通訊服務。

韓國解決方案業者韓華系統公司（Hanwha Systems Corporation, HSC）、韓華防務澳洲分公司（Hanwha Defense Australia, HDA）及英國低軌衛星業者OneWeb於2022年7月19日簽署瞭解備忘錄（Memorandum of Understanding, MOU），計劃在澳洲國防市場提供衛星網路連接服務。
