歐盟執委會（European Commission, EC）於2024年2月6日發布「加強AI應用研究、開發及佈署行動」及「確保5G網路在歐盟偏遠和港口地區優先鋪設行動」兩份立場聲明書，旨在說明AI應用研究、開發及5G網路鋪設行動，並擬訂相關建議。

EC之5G-LOGINNOV及5GMETA計畫於構思AI創新應用過程發現許多障礙和差距，將影響AI佈署及發展，以及未來AI應用效率，該計畫提出「加強AI應用研究、開發及佈署（Enhance research, development and deployment of AI applications）」之策略框架，包含增加研發投資（Investment in Research and Development）、促進開源（Stimulate Open-Source Initiatives）、建立道德準則（Establishment of Ethical Guidelines）、共享數據（Data Sharing）、注重準則和互通性（Focus on Standards and Interoperability）、應對規定和行政挑戰（Addressing Regulatory and Administrative Challenges: Collaborative Solutions）、加強人員培訓及能力培養（Empowering Training and Building Capacity: Tailored Solutions for Early Adopon）及減輕成本和商業模式挑戰：鼓勵透明度及創新（Mitigating Cost and Business Model Challenges: Fostering Transparency and Innovation）等8項策略，並制定相關建議來應對前述障礙及差距。

此外，5G-LOGINNOV計畫為開發5G網路服務，將3個不同歐盟港口地區設為計畫實驗室，該計畫碰到之阻礙如技術差距（Technical gaps）、基礎設施與設置（Infrastructure and installation）等，現已提出相關作法消弭阻礙，包含促進基礎設施技術及資料規範（Enhance Technical and Data Requirements of the Infrastructure）、著重人員培訓及能力培養（Focus on Training and Capacity Building）、確保供應鏈之設備可用性（Guarantee Equipment Availability along the Supply Chain）、支援私有5G網路之建立、實行和整合至現有網路（Support the establishment of Private 5G Networks, their realization and integration into existing networks）及縮短規定和法律之差距（Close the gaps in Regulation and Legislation）等5項建議。
